Each curve represents the intervention cost trajectory for the four setting types obtained by fitting a Loess curve to cost estimates modelled at various implementation scales. Shaded areas around the curves illustrate variation in the cost estimate due to different ways in which a given implementation scale can be achieved: by increasing the population size of the HFCA, increasing the number of HFCAs, or increasing the number of districts or regions where the intervention is deployed.
